Job Description
Our client, the RM of Riding Mountain West is seeking a CAO. This position is mandated by the Municipal Act and includes legislative, administrative, human resource, and financial management functions that assist in the effective and efficient operation of the municipal Council.
As Chief Administrative Officer, you will:
- Conduct and manage all administrative functions of council including the preparation and organization of municipal meetings and public hearing, provision of agenda packages, preparation of resolutions, record minutes, and ensure municipality records are retained according to legislative requirements.
- Act as the Head of the Rural Municipality of Riding Mountain West for the purpose of The Freedom of Information and Protection of Privacy Act and complete documents, agreements or contracts approved by Council.
- Upon the direction of Council, instructs the Municipal Solicitor to commence, defend or otherwise conduct any legal proceedings in the interest of the Municipality. Coordinates activities in support of such proceedings and advises Council on progress and costs.
- Ensure and manage policies, programs and service delivery including the evaluation and recommendation of changes and new initiatives to municipal policies and programs to ensure ongoing relevancy and effectiveness.
- Provide effective financial management by preparing and presenting options for the annual financial plan for Council’s consideration, including the general operating budget, the capital budget, and the five-year capital plan.
- Prepare and present monthly financial statements, annual financial statement and cash flow projections while ensuring accurate records are kept of all the financial affairs of the municipality (accounts payable, accounts receivable, tax collections, payroll, monthly bank reconciliations and investments).
- Provide the Province with financial information and reports as required by legislation, agreements, or as requested.
- Administer the municipal taxation process including the collection of taxes and management of overdue accounts, and the sale of properties in arrears of taxes and in accordance with the tax sale process established in The Municipal Act.
- Establish and maintain an open and public system for contracting goods and services by the Municipality that complies with legislative requirements, by-laws, and policies of Council.
- Plan and manage human resource functions for the municipality including the recruitment, supervision, evaluation and retention of municipal employees.
- Bachelor’s degree in a relevant discipline or a combination of related education, training, and experience with 5+ years of managerial and leadership experience relevant to a senior management position.
- Willingness to complete the Manitoba Municipal Administrators Association certificate program (or agreed equivalent) within 3 years.
- Proficient computer skills, including familiarity with Microsoft Office Suite applications.
- Demonstrated experience working with boards or councils.
- Familiarity and knowledge of municipal and financial administration.
- Outstanding interpersonal and communication (oral and written) skills.
