My client, a regional supra-municipal organization, is looking for an Assistant Treasurer to join their dynamic team in Kuujjuag, Quebec. Reporting to the Treasurer, you will assist in the financial management of the entire organization.

Assistant Treasurer responsibilities:
  • Track and follow-up on all revenues
  • Collaborate in the planning and preparation of the annual budget and audit of the organization
  • Ensure budgetary and expenditure controls are being followed and issuing the certificates of available funds
  • Perform activities related to cash management borrowing by-laws, the issuance of municipal bonds and debt portfolio monitoring, reconciliation and reporting 
  • Respond to financial institutions and the Ministry of Municipal Affairs for all applications for investments, loans and funding
  • Participate in the development, implementation and maintenance of adequate internal controls including delegation of authority updates and cash management processes
  • Recommend improvements and implement changes to enhance controls and mitigate risk
  • Assist in monitoring capital expenditures
  • Compile, review, analyze and report financial information to the general ledger, including payments, related balances and complete monthly closings 
  • Prepare various financial reports, statistics and indicators for the Treasury service and other services
  • Interpret tax provisions relating to GST and Quebec Sales and their implementation 
  • Assist the Treasurer in managing the Cost of Living program
  • Perform other duties and special projects as required

The successful candidate has:
  • Degree in accounting, business administration or finance
  • Professional designation in good standing as Chartered Professional Accountant (CPA)
  • 8+ years of similar senior accounting and treasury experience
  • Experience within municipal finance would be an asset
  • Excellent analytical and organizational skills
  • Proficient with Microsoft Suite and Sage ERP Accpac software
  • Written and verbal fluency ideally in English and French
  • Must be ability to travel and be comfortable living in a remote community
